The short answer
Construction is priced per square foot of built-up area, and the rate depends far more on specification and city than on the plan.
Builders quote a rate per square foot of built-up area, and that rate bundles structure, masonry, plaster, flooring, electrical and plumbing to a defined specification. Two quotes for the same plan can differ widely because the specification differs, not because one is cheating.
Compare quotations line by line against a specification sheet: cement and steel brands, floor finishes, joinery, sanitary ware and paint. Add professional fees, statutory charges and a contingency of roughly five to ten per cent on top of the construction figure.
