What is an occupancy or completion certificate?

1 min readReviewed 2026-10-31Approvals & Compliance

The short answer

A document confirming the building was constructed as approved and is fit for occupation.

The authority issues it after inspecting the completed building against the approved drawings and conditions. Without it, utility connections, financing and resale can be affected.

Changes made during construction must be regularised before applying. Keep as-built drawings and approval conditions on site so the inspection matches the record.
